<p>Github Actionsから新規PRを作成しようとしたところ、<code>Error: GitHub Actions is not permitted to create or approve pull requests.</code> というエラーが出てPRを作成できなかった。</p>

<p>Githubの対象のRepositoryの<code>Settings</code>の<code>Actions</code>のページより、<code>Allow GitHub Actions to create and approve pull requests</code>のチェックマークを選択して有効化してください。</p>

<p>もし、<code>Allow GitHub Actions to create and approve pull requests</code>がグレーアウト(選択できない)場合は、組織アカウントを利用している可能性があります。</p>
<p>その場合、Repositoryの設定を変更する前に、OrganizationのSettingsに移動して、そこから<code>Allow GitHub Actions to create and approve pull requests</code>を有効化してください。</p>
