解決策

そもそもsslのクレートの説明に記載がある。

opensslをインストール

https://slproweb.com/products/Win32OpenSSL.html
ここでlightを選択すると必要なディレクトリが無視されてしまったので通常版をインストールする

環境変数を設定

OPENSSL_DIR=C:\Program Files\OpenSSL-Win64

ここまでやればエラーが消えるはず。
